The General Assembly declare that it is a fundamental principle of this Church that the pastoral care and the whole administration of ordinances and Congregational work of every several charge are under the inspection and superintendence of the Presbytery of the bounds ; that it is the right and duty of Presbyteries, and a principal part of their function, to satisfy themselves that the said work is duly discharged to edification, and that they ought, in case of need, to take such steps as may be fitting, in a spirit of love and faithfulness, to secure that this end be attained ; calling in, if it be required, the help of superior courts ; also, that it is the right and duty of Synods and the Assembly to see that this oversight is effectually discharged, and to supply and amend what, on the part of Presbyteries, may be lacking, or may be done amiss, in this important matter.
